oversee Environmental and Social Assessment and Risk Management
Process and finalization of marine
conservation project proposal in Senegal.
Introduction/Background
In July 2021 United Purpose (UP), in consortium with Nebeday and Réseau Régional d’Aires Marines
Protégés en Afrique de l’Ouest (RAMPAO) submitted a concept note Community
-
based MPAs for socio-economic resilience(the project) to Blue Action Fund in response to a
call for proposals focusing on advancing marine conservation and supporting sustainable livelihoods on Africa’s
Atlantic Coast.
The concept note was accepted by Blue Action Fund and the consortium was invited
to embark on the full proposal development proc
ess. This involves an extensive Environmental and
Social Assessment and Risk Management process, in addition to developing a full proposal for the
project which takes into account the results of the Environmental and Social Assessment and Risk
Management process.
The requirements (deliverables, methodology and stakeholders) for the
Environmental and Social Assessment and Risk Management process have already been identified by
the consortium and validated by Blue Action Fund and consultants will be recruited
to conductspecific aspects of it. One of these deliverables is an assessment of the
specific project risks from a human rights perspective, particularly access to livelihoods, respect for customary tenure rights, right to safety, right to participation in decision-making affecting their lands.
The consultant will simultaneously oversee and manage the deliverables of two other consultants
(one conducting an environmental and social impact assessment, and the other producing a multi-risk assessment andmitigation plan), ensure their work is in line with the agreed deliverables,
ensure the full proposal incorporates the recommendations and learning from these individual
consultancies, and engage stakeholders by developing feedback mechanisms to ensure the
y canin put into the project.
