The Renewable Energy and Energy Efficiency Department (PERN) of the African Development Bank Group requires the services of an individual consultant with experience in evaluating development interventions and investment vehicles in the renewable energy sector, to carry out a mid-term review of the Project Preparation Facility (PPF) dedicated to the Facility for Energy Inclusion On-Grid Fund (FEI On-grid).
This Terms of Reference (ToR) sets out the context, purpose, scope, and expected deliverables, timeline and management arrangements. The mid-term review will focus on the implementation of the PPF, its additionality, relevance, coherence, efficiency, effectiveness with a focus on the identification, prioritization and resource allocation to projects, and its development impact, including the materialization of co-financing. The review should provide lessons learned and practical recommendations to help address any identified shortcomings to inform ongoing implementation and future similar initiatives.
