The Bank seeks to prepare a comprehensive Country Private Sector Profile (CPSP) to propose new growth frontiers by leveraging Lesotho’s natural, geographic and existing industrial assets, and understanding the structural constraints that shape the country’s growth trajectory. The CPSP will also inform strategies to unlock non sovereign operations (NSO) opportunities in Lesotho.
Objectives:
The primary objective of the assignment is to conduct a CPSP for Lesotho that identifies opportunities for private sector-led growth and investment, while analysing the structural regulatory, and institutional barriers that hinder investment, competitiveness, formalization, and market expansion. This will include:
i) Conducting a systemic sector prioritization using a transparent criterion (e.g market size, diversification potential, investment feasibility, etc), with detailed value chain mapping of top sectors
ii) Undertaking a market diversification analysis, quantifying current export reliance on AGOA and other markets, and modelling potential gains from accessing other markets under various trade scenarios
iii) Estimating investment potential and creating scenario models comparing business-as usual trends to outcomes under reform
iv) Diagnosing structural and regulatory bottlenecks for identified sectors and investment opportunities and developing a reform roadmap to strengthen competitiveness and support significant private sector engagement.
