Over the period 2016-17, the African Development Bank (AfDB) in collaboration with African Union Commission (AUC) and United Union Economic Commission for Africa (UNECA)led the process of preparing the second phase of the Strategy for the Harmonization of Statistics in Africa (SHaSA-2) to cover the period 2017-2026.

The SHaSA.2 was approved by the African Union (AU) Heads of State Summit in January 2018. The strategy is intended to provide the statistical base for the African integration agenda espoused by the AU Heads of State & Government. The Bank was tasked by the AU Heads of State & Government to spearhead the mobilisation of financial resources to implement the SHaSA.2. The Statistical Capacity Building Program phase 5 (SCB-5), financed by the Bank strengthened the statistical capacities of several countries eligible for ADF grants, across multiple sectors including the implementation of the 2008 SNA and the updating of national accounts base year.

Despite the efforts made and the tangible progress achieved, thirteen RMCs have not yet fully migrated or are in the process of migrating to 2008 SNA at varying degrees, while the international community has just adopted a new 2025 SNA for a possible implementation window of 2029-2030. Indeed, an AfDB survey conducted in December 2024 and updated in June 2025 showed that 40 RMCs in Africa had largely adopted the 2008 SNA, whereas 9 RMCs are still using the 1993 SNA. Three countries have now almost completed the rebasing and migration to the 2008 SNA and are engaged in backcasting or forecasting works.
